Development of a new district in Cologne-Mülheim
Over the last 20 years the site of the former freight depot Cologne-Mülheim has been left abandoned. During this time initiatives, civic associations, architects and investors developed many ideas and concepts for the area and recognized its enormous potential for Mülheim. This former track area offers the unique opportunity to reconnect the left behind Mülheim North back to the rest of the city. The site has great potential to become a neighborhood that combines habitation and work, using social and cultural institutions as public stimuli while providing public outdoor spaces with an unique atmosphere. The industrial setting already creates a highly charged environment with unique spatial qualities, which are supported and complemented by the proposed design / planning.

The proposed design illustrates a conceptual approach. It does not aim at fulfilling only the - primarily economic - interest of potential investors. The chosen approach rather offers a balanced consensus between social and architectural potential and economic considerations. It revitalizes not only the neighborhood of the freight terminal, it strengthens the entire district of Mühlheim. The paper examines how a location specific and careful integration of a new urban space can be used to reactivate deserted industrial areas. An urban design strategy is being developed, which shows possible types and volumes of buildings. The exterior space i.e. squares, places and streets are then carefully designed to strengthen the urban space and support the already existing atmospherical quality of the location.

Cologne-Mülheim is an intriguing area which is characterized by its unique history until today. The controverseial oppinions on the troubled neighborhood emphasize the local diversity and heterogeneity. Initiatives as e.g. “Mülheim 2020“ helped to make quite a big leap forward. The social and economic problems are gradually reduced. The whole district becomes more attractive and provides new connecting sectors for visitors and residents alike. Areas such as the Mülheimer harbor and the examined freight depot are important sites, which should be used to upgrade and renew Mülheim. The ongoing development must not only assist economic interest in the district, but mainly help the inhabitants. To create spaces that emphasize the sense of community and new, affordable housing should be the primary task for future planning in Mühlheim.
